Preheat oven to 375°F and lightly grease a baking dish
Heat olive oil in large skillet over medium-high heat
Sauté onion and celery until softened, about 4 minutes
Add garlic and cook 1 minute more
Add ground chicken and cook until no longer pink, breaking up with spoon
Stir in buffalo sauce, cream cheese, and cooked rice
Season with salt and pepper, remove from heat
Stuff each pepper with chicken mixture and place in baking dish
Cover with foil and bake 35 minutes
Remove foil, top with cheddar cheese, bake 10 more minutes until cheese melts
Garnish with green onions before serving
