Cook ramen noodles according to package directions, drain and rinse with cold water
In large bowl, mix cooked noodles with beaten eggs, green onions, carrot, soy sauce, sesame oil, and garlic powder
Heat vegetable oil in large skillet over medium-high heat
Form noodle mixture into 4 patties and place in skillet
Cook for 3-4 minutes until golden and crispy on bottom
Flip carefully and cook another 3-4 minutes until second side is crispy
For dipping sauce, mix rice vinegar with chili flakes
Serve hot with dipping sauce
