Soak glass noodles in hot water for 10 minutes until soft, then drain and rinse with cold water
Prepare all vegetables and herbs, arranging them on a large platter
For dipping sauce, whisk together peanut butter, soy sauce, lime juice, chili garlic sauce, and sesame oil with 2 tbsp warm water
Soak one rice paper wrapper in warm water for 30 seconds until pliable
Place wrapper on clean surface, add small portion of noodles, herbs, and vegetables in center
Fold bottom edge over filling, fold in sides, then roll tightly
Repeat with remaining wrappers and filling
Serve immediately with peanut dipping sauce
