If using wooden skewers, soak them in water for at least 20 minutes to prevent burning.
In a large bowl, combine olive oil, minced garlic, rosemary, oregano, paprika, cumin, lemon juice, lemon zest, salt, and pepper to create the marinade.
Add beef cubes to the marinade and toss to coat evenly. Let marinate for 15-20 minutes at room temperature.
Meanwhile, prepare the tzatziki by combining Greek yogurt, grated and well-drained cucumber, minced garlic, dill, extra virgin olive oil, and a pinch of salt in a bowl. Refrigerate until ready to serve.
Preheat your grill or grill pan to high heat, approximately 230°C.
Thread the marinated beef cubes onto skewers, alternating with red onion and bell pepper chunks.
Grill the kebabs for 10-12 minutes, turning every 2-3 minutes for even cooking, until the beef reaches an internal temperature of 63°C for medium or 71°C for well-done.
Remove kebabs from the grill and let rest for 3 minutes before serving.
Serve the grilled beef kebabs immediately with a generous dollop of tzatziki sauce on the side.
